(Published In THE TIMES, Mayes County, Oklahoma June 11, 2015) DEQ NOTICE OF TIER II DRAFT PERMIT A Tier II application for an air quality operating permit for a major facility has been filed with the Oklahoma Department of Environmental Quality (DEQ) by Solae, LLC, 5532 Hunt Street, Highway 412B, Mid-America Industrial Park, Pryor, OK, 74361. The Solae LLC requests approval of an operating permit for air emissions at its soy product food manufacturing facility and associated industrial waste water treatment plant. Emissions are from product baghouses, boilers, dryers, and flares at the existing Pryor Solae LLC site, located at the NE1/4, NE1/4, SE1/4, Section 9, Township 20N, Range 19E in Mayes County. In response to the application, DEQ has prepared a draft permit, Permit Number 2007-241-C (M-1). The draft permit may be reviewed at the Air Quality Division's main office (see address below) or at the Solae LLC facility located at 5532 Hunt Street, Pryor, OK 74361. The draft permit is also available for review in the Air Quality Section of DEQ's Web Page: //www.deq.state.ok.us/ The draft permit would authorize the facility to emit the following regulated pollutants. PM-10- Product baghouses- 210.71 tpy PM-10- Biogas and natural gas combustion- 12.66 tpy SOx- 249.64 tpy CO- 247.63 tpy NOx- 160.61 tpy VOC- 18.30 tpy The public comment period ends 30 days after the date of publication for this notice. Any person may submit written comments concerning the draft permit to the Air Quality Division DEQ contact listed below. A public meeting on the draft permit may be requested in writing at the same DEQ address. Note that all public meetings are to be arranged and conducted by DEQ/CSD staff. In addition to the public comment opportunity offered under this notice, this draft permit is subject to U.S. Environmental Protection Agency (EPA) review, EPA objection, and petition to EPA, as provided by 40 CFR 70.8. If the administrator does not object to the proposed permit, the public has 60 days following the Administrator’s 45 day review period to petition the Administrator to make an objection as provided in 40 CFR 70.8(d) and in OAC 252:100-8-8(j).
