COMMONWEALTH OF KENTUCKY CITY OF LONDON ORDINANCE NO. 2015-06 AN ORDINANCE AMENDING ORDINANCE NO. 917 ENTITLED "AN ORDINANCE ENACTING A NEW DEVELOPMENT ORDINANCE FOR THE CITY OF LONDON AND LAUREL COUNTY" BY AMENDING THE "USES ALLOWED" FOR "HEALTH SERVICES" IN "BUSINESS DISTRICT" OF COMMERCIAL ZONED DISTRICTS OF C-1, C-2, OR C-3 TO ALLOW BEHAVIORAL HEALTH SERVICES ORGANIZATIONS, ALCOHOL AND OTHER DRUG TREATMENT ENTITIES, SUBSTANCE ABUSE TREATMENT FACILITIES AND SPECIAL HEALTH CARE CLINICS Whereas there has been a request that the definition and uses allowed in Commercially Zoned Districts of C-1, C-2 and C-3, be amended to allow and include Behavioral Health Services Organizations, Alcohol and other Drug Treatment Entities, Substance Abuse Treatment Facilities and Special Health Care Clinics, and Whereas it has been recognized that there have been many deaths reported to have been related to drug use in Laurel County and unfortunately, the City of London has a high intensity of drug trafficking and Whereas the 2015 Kentucky Legislature recognized this growning drug epidemic in Senate Bill 192 and created and recognized Behavioral Health Organizations to prevent and expand treatment of alcohol and other drug related disorders and Whereas the City Council of the City of London has been requested to consider redefining its present zoning requirements to allow treatment facilities to focus on spiritual, physical and mental health to include residential and therapeutic after care that will allow healing and wellness for the individual, families and communities and these entities are not described in the current Ordinance. BE IT THEREFORE ORDAINED by the City of London as follows: That Ordinance No. 917 an Ordinance that established zoning in the City of London be amended, on page 33 to add the following: Behavioral Health Services Organizations, Alcohol and other Drug Treatment Entities, Substance Abuse Treatment Facilities and Special Health Care Clinics in Business Districts C-1, C-2 and C-3. Any Ordinance or parts of Ordinances in conflict with this amendment are hereby repealed. This Ordinance shall be effective immediately upon publication. TROY RUDDER, MAYOR CAROLYN ADAMS, CITY CLERK First Reading: June 5, 2015 Second Reading: September 8, 2015 Publication Date: September 14, 2015 –––––––––––––– INVITATION TO BID Sealed proposals will be received on Tuesday, September 29, 2015 at the office of Jackson County Public Library, until 4:00 p.m., at which time and place they will be opened. Sealed proposals shall be addressed to Jackson County Public Library, 338 N. Main Street McKee, KY. Said proposals will be for a 1215 sw. foot new book mobile addition and limited interior renovation. Build to be CMU and brick. The building is lcated at 338 N. Main St. McKee, Kentucky, and shall consist of a turn-key project, including all site work. A complete set of the plans and specifications may be obtained at the following place starting September 14, 2014. Central Kentucky Design 109 B. Seventy Six Blvd. Berea, KY 40403 This is a non-refundable charge of $150.00 for a complete set of plans and specifications. An additional charge of $10.00 will be added for mailing documents. Payments for the documents shall be made payable to Central Kentucky Design prior to delivery. Bids shall be accompanied by a 5% bid bond. The bond shall be payable to Jackson Co. Public Library. The sucessful bidder will be required to furnish a performance and payment bond in full value of the contract amount. The bids shall submit with thir bids a time schedule of work and proposed finished completion date. Bidders shall submit with a cost break down based on specifications division along with a subcontractors list at the request of the architect. Any proposed changes in specified material, fixtures, ect. Shall be identified in the bid proposal and approved byt the architect and owner, prior to bid. No bidder withdraw may withdraw his bid within 30 days after the date of the opening. A pre-bid meeting will be held on-site September 22, 2015 @ 10: a.m. All questions concerning this project must be faxed or emailed to the office of the architect.
