ADVERTISEMENT AND INVITATION FOR BIDS Palo Pinto County, Texas (hereinafter called the OWNER) will receive Bids for WASTEWATER FACILITY IMPROVEMENTS, TCDBGP CONTRACT No. 7214340, until 2:00PM (local time), Tuesday, October 20, 2015 in person at the Palo Pinto Courthouse, Commissioners Court Meeting Room, 520 Oak Street, Palo Pinto, TX 76484 or by mail to the Palo Pinto County Judge, P.O. Box 190, Palo Pinto, Texas 76484. NO FAX BIDS WILL BE ACCEPTED. All Bids will be publicly opened and read aloud at 2:00PM (local time), Tuesday, October 20, 2015. The Countys website is http://www.co.palo-pinto.tx.us. Consideration for award of the Bid will be made at 9:00AM (local time), Monday October 26, 2015, at the Palo Pinto County Commissioners Court meeting, Palo Pinto County Courthouse. Bids are invited upon the several items and quantities of materials as follows: BASE BID: Furnish and install 1,420 LF of 6-in sewer line, 10 Manholes, 10 Service Reconnections, miscellaneous appurtenances and provide trench safety. Contract Documents, including Drawings and Technical Specifications, are on file at the office of Burgess & Niple, Inc., 1030 Andrews Highway, Suite 211, Midland, Texas 79701 and the County Public Works office, 520 Oak Street, Palo Pinto, Texas 76484. Copies of the Contract Documents may be purchased for $150.00 from Burgess & Niple, Inc. for each set of documents obtained. No refunds will be made. A certified check or bank draft, payable to the order of the OWNER, negotiable U.S. Government bond (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable Surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon) wage rate, as issued by the Texas Department of Agriculture, and as set forth in the Contract Documents, must be paid on the project, and the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin on the entire project. Attention is also called to General Condition 148 Restrictions on Public Buildings and Public Works Projects. The Bidder certifies by the submission of its bid that the Contractor, Subcontractors, and materials used on this project are not of a foreign country included on the USTR list. The Prime Contractor will review the equal employment opportunity section under the General Contract Conditions - Part I and will take affirmative action to meet minority and female participation goals in each task. The OWNER reserves the right to reject any or all Bids or to waive any informalities in the Bidding. If the Bid is not awarded at the previously mentioned meeting of the Palo Pinto County Commissioners Court on Monday, October 26, 2015 then the Bids may be held by the OWNER for a period not to exceed sixty (60) days from the date of the opening for the purpose of reviewing the Bids and investigating the qualifications of Bidders.
