Sealed bids will be received by the Purchasing Agent, City of Rockwall, 385 S. Goliad, Rockwall, Texas 75087 until 3:00 PM, November 30, 2018. At said place, time and date all bids that have been duly received will be publicly opened and read aloud. The City reserves the right to reject all bids, waive informalities, and to reject nonconforming or conditional bids.
