(First Published November 29, 2015) NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS Date of Publication: November 29, 2015 City of Joplin, Missouri 602 South Main Street, Joplin, MO 64801 (417) 624-0820 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Joplin, Missouri REQUEST FOR RELEASE OF FUNDS On or after December 15, 2015 the City of Joplin and the Joplin School District will submit a request to the Department of Housing and Urban Development for the release of Community Development Block Grant Disaster Relief (CDBG-DR) funds under Title 1 of the Housing and Community Development Act of 1974 (PL 93-383) and HUD Grant Number DR-2013-01-B-1 to undertake the following project: Project Title: Joplin School District (JSD) Early Childhood Center Purpose: CDBG-DR funds will be used to support the design and construction of a 32,000-40,000 sqft Early Childhood Center to provide educational pre-school services to residents in the City of Joplin. The JSD Early Childhood Center will directly address the need of the community by providing specialized instructional and related services to students with disabilities, and will also serve at-risk students eligible for Title I services. The Center will provide safe and educational care for children while helping to accommodate parents and guardians in the work force. The proposed Center is located within a LMI neighborhood that was devastated by the tornado. Location: The JSD Early Childhood Center will be located at the corner of 26th Street and McClelland Boulevard adjacent to Irving Elementary School. Estimated Cost: HUD CDBG-DR Funds - $5,000,000 State of Missouri CDBG-DR Funds - $5,000,000 Total Funds - $10,000,000 FINDING OF NO SIGNIFICANT IMPACT The City of Joplin, Missouri has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file, including the State Historic Preservation determination that there will be no adverse impact to historic properties, at Joplin City Hall 602 S Main Street- 4th Floor. Joplin, MO 64801 and may be examined or copied weekdays 8:00 A.M to 5:00 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the City of Joplin, Missouri. Written comments should be submitted to the City of Joplin; Department of Planning and Development; 602 South Main Street, Joplin, Missouri 64801, Telephone # 417-624-0820 Ext. 570, Attention: Troy Bolander, Certifying Officer. Comments may also be submitted via email to cdbgdr@joplinmo.org. All comments received by December, 14, 2015 will be considered by the City of Joplin prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. RELEASE OF FUNDS The City of Joplin certifies to the State of Missouri that Sam Anselm in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State of Missouri's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Joplin, Missouri to use HUD program funds. OBJECTIONS TO RELEASE OF FUNDS The State of Missouri will accept objections to its release of funds and the City of Joplin, Missouri certification until December 15, 2015 or for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of City of Joplin, Missouri; (b) City of Joplin, Missouri has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State of Missouri; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to State of Missouri Department of Economic Development, Community Development Block Grant at PO Box 118, Jefferson City, MO 65102.
