(First Published November 30, 2015) DEPARTMENT OF NATURAL RESOURCES ISSUES EMERGENCY PERMIT TO DYNO NOBEL INC. The Missouri Department of Natural Resources issued an emergency permit to Dyno Nobel Inc. for their Carthage Plant. The Emergency Permit allows Dyno Nobel to treat and store hazardous waste until February 28, 2016. Dyno Nobel operates an explosives manufacturing facility, located at 17562 Gum Road, about 4 miles west of Carthage. The Carthage Plant has historically manufactured nitroglycerin and nitrate esters based dynamites. Other related products manufactured at the plant include mixed acids, denitrated sulfuric acid and ammonium nitrate. The facility is also a distribution point for blasting agents, caps and initiators. One of the main ingredients of dynamite is sodium nitrate that contains no more than 0.05% sodium nitrite. About 18,000 pounds of dynamite was found to be contaminated with sodium nitrite above this level, which impacts the safety of the product. Dynamite contains nitroglycerin and ethylene glycol dinitrate. Therefore, the waste dynamite may contain ignitable and reactive hazardous waste. Dyno Nobel requested to treat the sodium nitrite-contaminated dynamite by open burning. After a thorough review of the request, the department issued the emergency permit to Dyno Nobel for the Carthage Plant. The Emergency Permit is available on the department's website at www.dnr.mo.gov/env/hwp/permits/notices.htm. The public can view and copy the Emergency Permit and supporting documents by appointment only at the department's Elm Street Conference Center, 1730 E. Elm St., Jefferson City.
