NOTICE OF SPECIAL DISTRICT MEETING, PERSONAL REGISTRATION AND AVAILABILITY OF ABSENTEE BALLOTS Roxbury Central School District, Delaware and Schoharie Counties, New York The Board of Education of Roxbury Central School District, Delaware and Schoharie Counties, New York, HEREBY GIVES NOTICE that a Special District Meeting of the qualified voters of said School District will be held in the Gymnasium at the Roxbury Central School, in Roxbury, New York, in said School District, on the 8th day of December, 2015, at 3:00 o clock P.M., Prevailing Time, for the purpose of voting by paper ballot upon the proposition hereinafter set forth. Polls for the purpose of voting will be kept open between the hours of 3:00 o'clock P.M. and 9:00 o'clock P.M., Prevailing Time (and for as long thereafter as necessary to enable qualified voters present in the polling place at 9:00 P.M. to cast their ballots). The proposition is as follows: PROPOSITION Shall the following resolution be adopted, to wit: Shall the Board of Education of Roxbury Central School District, Delaware County, New York be authorized and directed to establish a capital reserve fund pursuant to Education Law Section 3651 for the purpose of financing alterations, renovations or other improvements to District's main school building and bus garage facilities, including, without limitation replacement of the Cafeteria Roof, restoration to the main school building masonry, renovations to the bathrooms, replacement of the bus lift and access to potable water at the bus garage, and other site improvements connected to such buildings and facilities, with the ultimate amount of such reserve fund not exceeding $1,500,000, plus any accrued earnings on amounts deposited in such reserve fund, the probable existence of said reserve fund being ten (10) years, but said reserve fund to continue in existence for its stated purpose until liquidated in accordance with Education Law, and the source from which funds shall be obtained for said reserve fund being (a) transfers of amounts held in other reserve funds of the School District as may hereafter be authorized by the Board of Education of the School District in accordance with applicable State law, and (b) current and future un-appropriated fund balances from the General Fund of the School District, as may be directed by the Board of Education from time to time? NOTICE IS ALSO HEREBY GIVEN that applications for absentee ballots may be applied for at the office of the School District Clerk between the hours of 9:00 A.M. and 4:00 P.M. Monday through Friday, except holidays. Any such application must be received by the District Clerk at least seven (7) days before the date of the aforesaid Special District Meeting if the ballot is to be mailed to the voter, or the day before such Special District Meeting, if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the District Clerk in said office no later than 5:00 P.M. on December 8, 2015. A list of all persons to whom absentee voter's ballots shall have been issued shall be available for public inspection in the office of the School District Clerk not less than five (5) days prior to the date of the Special District Meeting during regular office hours until the date of the aforesaid Special District Meeting. In addition, such list shall also be posted conspicuously at the place of voting during the hours of such Special District Meeting. Any qualified voter may submit a written challenge to the qualifications of any person whose name appears on the list of absentee voters and provide reasons therefore known to the Inspectors of Election before the close of the polls. FURTHER NOTICE IS HEREBY GIVEN that personal registration of voters is required either pursuant to section 2014 of the Education Law or pursuant to Article 5 of the Election Law. If a voter has heretofore registered pursuant to section 2014 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, he/she is eligible to vote at this election. If a voter is registered and eligible to vote under Article 5 of the Election Law, he/she is also eligible to vote at this election. All other persons who wish to vote must register. AND FURTHER NOTICE IS HEREBY GIVEN the Board of Registration will meet for the purpose of registering all qualified voters of the District pursuant to section 2014 of the Education Law, on Wednesday, December 2, 2015 at the Roxbury Central School between the hours of 4:00 P.M. and 8:00 P.M. to add any additional names to the Register to be used at the aforesaid election, at which time any person will be entitled to have his or her name placed on such Register, provided that at such meeting of the Board of Registration he or she is known or proven to the satisfaction of said Board of Registration to be then or thereafter entitled to vote at such election for which the register is prepared. The register so prepared pursuant to section 2014 of the Education Law will be filed in the Office of the Clerk of the School District in Roxbury Central School, and will be open for inspection by any qualified voter of the District beginning on Monday, December 7, 2015, between the hours of 9:00 A.M. and 3:00 P.M., prevailing time, on weekdays, and each day prior to the day set for the election except Sunday, and at the polling place on the day of the vote. AND FURTHER NOTICE IS HEREBY GIVEN that pursuant to section 2014 of the Education Law of the State of New York, the Board of Registration will meet on Thursday, December 3, 2015, at 5:00 P.M., prevailing time, at the Roxbury Central School to prepare the Register of the School District to be used at the election to be held on December 8, 2015 and any special district meetings that may be held after the preparation of said Register, at which time any person will be entitled to have his or her name placed on such Register provided that at such meeting of said Board of Registration he/she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at the school election for which said Register is prepared, or any special district meeting held after December 8, 2015.
