BID NOTICE CONSTRUCTION ADVERTISEMENT AND INVITATION FOR BIDS Mr. Matt McMahan, City Manager, will receive sealed bids on behalf of the City of Caddo Mills for SH-36 (Caddo Mills) Collection System Improvements Project - 1903 Sewer Borings until 2:00 PM on August 20, 2015, delivered to the City of Caddo Mills, P.O. Box 490, Caddo Mills, TX 75135. The bids will be publicly opened and read aloud at 2:00 PM on August 20, 2015, at City Hall located at City of Caddo Mills, 2313 Main Street, Caddo Mills, TX 75135. The project is for the installation of 478 lf of sanitary sewer bores, 74 lf of 15” PVC sewer, 495 lf of 12” PVC sewer, and 114 lf of 10” PVC sewer lines, and associated appurtenances. Bids are invited for several items and quantities of work as appears in the Bid Tab. A Non-Mandatory Pre-Bid Conference will be held at 2:00 PM, August 17, 2015 at City Hall. Bid Contract Document, including Drawings and Technical Specifications (Bid Package) are on file at the Caddo Mills City Hall. There is No charge for electronic copies of the bid packages which may be obtained by contacting the City of Caddo Mills in order to be placed on the bidders list and to obtain a passcode to download the files. Hard copies of the bid packages are available for a nonrefundable fee of $75.00. This contract is contingent upon release of funds from the Texas Water Development Board. Any contract or contracts awarded under this Invitation for Bids are expected to be funded in part by a loan from the Texas Water Development Board and shall be referred to as Project 73604. Neither the State of Texas nor any of its departments, agencies or employees is or will be a party to this Invitation for Bids or any resulting contract. This contract is subject to the Environmental Protection Agency (EPA) “fair share policy”, which includes EPA-approved “fair share goals” for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms in the Construction, Supplies, Equipment, and Services procurement categories. EPA’s policy requires that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to Minority Business Enterprise and Women-Owned Business Enterprise firms. Although EPA’s policy does not mandate that the fair share goals be achieved, it does require applicants and prime contractors to demonstrate use of the six affirmative steps. The current fair share goals for the State of Texas are as follows: CATEGORY MBE WBE CONSTRUCTION 1 2.94% 8.72% SUPPLIES 9.68% 9.34% EQUIPMENT 7.12% 5.39% SERVICES 10.84% 5.72% This contract is subject to the EPA established Minority Business Enterprise (MBE) / Women’s Business Enterprise (WBE) “fair share” goals, DBE-0210. The contractor shall carry out applicable requirements of 40 CFR Part 33 in the award and administration of contracts awarded under TWDB financial assistance agreements. Failure by the contractor to carry out these requirements is a material breach, which may result in the termination of the awarded financial assistance. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Caddo Mills or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The City of Caddo Mills reserves the right to reject any or all bids or to waive any informality in the bidding. In case of ambiguity or lack of clearness in stating the prices in any bid, the City of Caddo Mills reserves the right to adopt the prices written in words or to reject the bid. The award will be made to the responsible bidder submitting the lowest bid as determined by the City of Caddo Mills. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Bidders are expected to inspect the site of the work and to inform themselves of local conditions and carefully examine the specifications and other documents. Should a bidder find discrepancies in, or omissions from the specifications or documents, or should he question their meaning, he should at once notify Essayon Engineering & Development, Inc., at 214-215-7617 and obtain clarification prior to submitting any bid. Bids may be held by the City of Caddo Mills for a period not to exceed 90 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
