Box 948 Tahlequah, OK 74465-9904 (918) 453-5000 This notice shall satisfy two procedural requirements for activities to be undertaken by the Cherokee Nation, and/or the Housing Authority of the Cherokee Nation. REQUEST FOR RELEASE OF FUNDS On or about October 23, 2018 the Cherokee Nation will submit a request to the U.S. Office of Housing and Urban Development Southern Plains Office of Native American Programs for the release of Native American Housing and Self Determination Act (NAHASDA) funds, to undertake a project known as: 10 Acres in Sec 30-16-22 – Carroll Heights Addition: New construction of 16 2 -bedroom single-family dwelling units and a small community building along with the associated infrastructure of roads and utilities on 10 acres of land owned by the Housing Authority of the Cherokee Nation. The proposed project site is located West 810 Road approximately 6 miles southwest of Tahlequah, OK. The legal description is as follows: W½ E½ NE¼ NW¼ Section 30 Township 16 North, Range 22 East, Cherokee County, Oklahoma. This project will cost approximately $1,250,000, and will not involve activities other than those listed above. FINDING OF NO SIGNIFICANT IMPACT The Cherokee Nation has determined this project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Records (ERR) on file at the Cherokee Nation Environmental Programs Office located at the 206 E. Allen Rd. Tahlequah, OK 74465 and may be examined or copied weekdays 8:00 A.M. to 5:00 P.M. PUBLIC COMMENT Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the Cherokee Nation Environmental Programs Office, 206 E. Allen Road, Tahlequah, OK 74464. All comments received by October 22, 2018 will be considered by the Cherokee Nation prior to authorizing submission of a request of release of funds. Comments should specify which Notice they are addressing. RELEASE OF FUNDS The Cherokee Nation certifies to HUD that Wayne Isaacs, in his capacity as the tribe’s HUD certifying official consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Cherokee Nation to use program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the Cherokee Nation’s certification for a period of fifteen days following the anticipated submission or its actual receipt of request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Cherokee Nation; (b) the Cherokee Nation has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (C) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to HUD’s Southern Plains Office of Native American Indian Programs at 301 N.W. 6th Street, Suite 200, Oklahoma City, Oklahoma 73102. Pursuant to Section 147(f) of the Internal Revenue Code of 1986 (the "Code"), as amended, notice is hereby given that on Tuesday, October 23, 2018, at 6:00 P.M., E.S.T., at the regular meeting place of the City Commission of the

The Project will be owned and operated by the Corporation as an integral part of its existing recreational facilities and for uses incidental thereto. The maximum aggregate face amount of the Bonds to be issued shall be $1,400,000.
At such Hearing, interested individuals will be given the opportunity to express their views on the proposed issue of Bonds and the location and nature of the Project.

will allow open burning for those with lots one acre or larger on Tuesday, Thursday and Saturdays between the hours of: 10 a.m. - 5 p.m., weather and wind permitting. Fires must be no closer than 25 feet to a structure or other combustible material.
Open burning is limited to: piles of clean, dry, untreated wood and lumber and landscape waste. The piles should not be burned larger than 3 feet in diameter and 2 feet high. All fires must be attended by an adult with an extinguishing agent readily available.
