Published in the Tahlequah Daily Press on October 14, 2018 LEGAL NOTICE OF ELECTIONS TO SELECT SCHOOL BOARD MEMBERS TO THE BOARD OF EDUCATION OF NORTHEAST TECHNOLOGY CENTER SCHOOL DISTRICT NO. 11, D/B/A NORTHEAST TECHNOLOGY CENTER, FROM BOARD DISTRICT NO. 4 (ZONE 4) FOR A FULL TERM (Must be published in a legal newspaper in all counties in which NTC is located, Cherokee, Nowata, Mayes, Wagoner, Rogers, Craig, Ottawa and Delaware Counties, prior to November 16, 2018, and posted at the NTC administrative offices and the county election board offices in all counties by that date.) Date of the Elections: A General election shall be held on the first Tuesday in April, April 2, 2019, to select a board member of Northeast Technology Center School District No. 11, d/b/a Northeast Technology Center, to represent BOARD DISTRICT NO. 4 (Zone 4). If more than two (2) candidates file for a position scheduled to be on the ballot, a Primary election shall be held on the second Tuesday in February, February 12, 2019. If, in the Primary election, one candidate receives more than fifty percent (50%) of the votes cast, that candidate is elected and a General election is not required. The polling places shall be open from 7:00 a.m. to 7:00 p.m. Board Member Positions on Ballot: The voters of Northeast Technology Center District No. 11, d/b/a Northeast Technology Center, shall elect a board member for BOARD DISTRICT NO. 4 (Zone 4), which has a five (5) year term of office which expires in 2024. Qualifications of Candidates for Offices: To be eligible to be a candidate, a person must have been: (i) a registered voter registered with the County Election Board at an address located within the geographical boundaries of the Board District for which the person files a Declaration of Candidacy for six (6) months preceding the first day of the filing period (DECEMBER 3, 2018); and (ii) must have resided in the Board District for which the person files a Declaration of Candidacy for at least six (6) months preceding the first day of the filing period (DECEMBER 3, 2018). No person shall be eligible to be a candidate for or elected to be a member of the board of education of a school district unless the person has been awarded a high school diploma or certificate of high school equivalency. A candidate may not be related to an employee of Northeast Technology Center District No. 11, d/b/a Northeast Technology Center, or to a Member of the Board of Education of said School District within the second degree by blood or marriage. The following are relatives within the second degree: a candidate’s spouse, child, parent, grandchild, grandparent, brother, sister, spouse’s child, spouse’s grandchild, spouse’s brother, spouse’s sister, spouse’s grandparent, grandchild’s spouse, parent’s spouse, and child’s spouse. A candidate cannot have been convicted of, or entered a plea of guilty or no contest to, a misdemeanor involving embezzlement or a felony and it presently be within fifteen (15) years of the completion of the sentence or during the pendency of an appeal of such conviction or plea. If the candidate is not an incumbent member of the Board of Education, the candidate must agree and pledge in writing when the candidate files the candidate's Notification and Declaration of Candidacy that the candidate will complete at least twelve (12) hours of instruction on educational issues, including school finance, Oklahoma education laws and ethics, duties and responsibilities of board members, within fifteen (15) months following the candidate's election. This requirement may be satisfied by attending a 2-day workshop to be held within the state by the State Department of Education or by attending other state workshops, seminars or classes which address the above mentioned matters and which are sponsored by any organization approved by the State Board of Education, including, but not limited to, institutions of higher education. If the candidate is an incumbent member of a board of education, in his or her Notification and Declaration of Candidacy, the candidate shall be required to agree and pledge in writing that upon reelection the candidate will complete six (6) hours of instruction on educational issues emphasizing changes in school law and particularly changes in the above areas, within the fifteen (15) months following his or her election. If a member has not satisfied the above instructional requirements within fifteen (15) months of his or her election, the board of education shall declare the seat of such member vacant and fill the vacancy according to law. If the candidate has served a full term of office as a member of said Board of Education and if the candidate has failed to attend a minimum of fifteen (15) hours of continuing education courses, workshops, seminars, conferences and conventions within this state which satisfy the continuing education requirement and which are approved jointly by the Oklahoma State Department of Education and the State Board of Career and Technology Education, the candidate is ineligible to run for reelection to the Board of Education. Geographical Limits of School District. The territorial limits of NTC are coterminous with the Mayes, Craig, and Ottawa Counties, all of Rogers County with the exception of the Catoosa School District, all of Delaware County with the exception of Turkey Ford, Ketchum and Skelly School Districts, those portions of Cherokee County encompassed by the Kansas, Locust Grove and Oaks School Districts, that portion of Nowata County encompassed by the Chelsea School District, and portions of school districts partially located in Wagoner County. School Zone No. 4 is located within the territory of NTC. A map of NTC and/or Zone 4 may be obtained from any of the following: (a) Office of the Superintendent, Northeast Technology Center, P.O. Box 487, Pryor, Oklahoma 74362; or (b) Mayes County Election Board, County Courthouse, Pryor, Oklahoma 74362; or (c) Oklahoma Department of Career and Technology Education, 1500 West 7th Avenue, Stillwater, Oklahoma 74074.
