EXHIBIT A NOTICE OF SPECIAL SCHOOL DISTRICT MEETING SOUTH KORTRIGHT CENTRAL SCHOOL DISTRICT COUNTY OF DELAWARE, NEW YORK PLEASE TAKE NOTICE that a Special School District Meeting of the South Kortright Central School District, County of Delaware, New York (the "School District"), will be held on November 10, 2015 at12:00 o'clock P.M. (Prevailing Time), at the South Kortright Central School, in South Kortright, New York, at which the polls will be kept open between the hours of 12:00 o'clock P.M. and 8:00 o'clock P.M. (Prevailing Time), for the purpose of voting by paper ballots upon the following bond proposition: BOND PROPOSITION Shall the Board of Education of the South Kortright Central School District be authorized to construct, reconstruct and equip School District facilities, including site improvement, original furnishings, equipment, machinery, apparatus, and incidental improvements and expenses in connection therewith at a cost not to exceed $9,644,994 and to appropriate and expend from the existing capital reserve fund $1,000,000 for such costs, and the balance of such costs, or so much thereof as may be necessary, be raised by the levy of a tax to be collected in annual installments, with such tax to be offset by State aid available therefor; and, in anticipation of such tax, debt obligations of the School District as may be necessary not to exceed $8,644,994 be issued? NOTICE IS ALSO HEREBY GIVEN, that the qualified voters of the School District shall be entitled to vote at the Special School District Meeting. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident within the School District for a period of thirty (30) days next preceding the Special School District Meeting and not otherwise prohibited from voting. The School District may require all persons offering to vote at the Special School District Meeting to provide one form of proof of residency pursuant to Education Law 2018-c. Such form may include a driver's license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District may also require all persons offering to vote to provide their signature, printed name and address. NOTICE IS FURTHER GIVEN that absentee ballots will be available for this Special School District Meeting. Applications for absentee ballots for the Special School District Meeting may be obtained at the Office of the School District Clerk, Route 10, South Kortright, New York 13842. The application must be received by the School District Clerk at least seven (7) days prior to the election if the ballot is to be mailed to the voter or the day before the election, if the ballot will be picked up personally by the voter. Absentee ballots must be received at the Office of the School District Clerk by no later than 5:00 PM, prevailing time, on the day of the Special School District Meeting, November 10, 2015. A list of all persons to whom absentee ballots shall have been issued will be available for inspection by qualified voters of the School District at the School District Clerk's Office during regular business hours, 9:00 AM to 3:00 PM, Prevailing Time, until the day of the Special School District Meeting, and such list will also be posted at the polling place on the day of the Special School District Meeting, November 10, 2015. Any qualified voter in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reason therefore known to the Inspector of Election before the close of the polls.
